The Federal Motor Carrier Safety Administration (FMCSA) is implementing a new registration platform called MOTUS, which will transform how interstate carriers, commercial driver’s license (CDL) operators, brokers, and freight forwarders access, verify, and maintain their federal data.
Although this system does not introduce new permits or licenses, it does establish stricter verification standards, incorporates modern technology, and creates a fully electronic registration environment that regulated companies must understand and adopt.
What is MOTUS and what is changing?
MOTUS is a modernized platform designed to replace legacy USDOT tools and the Unified Registration System. Its primary function is to centralize all federal records related to safety, authorizations, and compliance into a single portal.
Its main objectives include improving data accuracy, reducing duplication or inconsistencies in records, and detecting errors, fraud, or noncompliance more quickly, according to the FMCSA.
It is important to emphasize that MOTUS does not change compliance regulations, but rather how they are reviewed, verified, and enforced.
MOTUS centralizes sensitive data and limits access only to verified users, which means companies must strictly follow security and data management protocols to protect federal systems and ensure the accuracy of records.

Phased Implementation
The FMCSA is rolling out MOTUS through a three-phase implementation process. The first phase began in December 2025, when FMCSA granted limited access exclusively to support entities, such as transportation service providers, blanket coverage companies, and financial responsibility filers. These entities must be ready when the system is fully launched.
The second phase will open the system to all users in 2026, with the exact date yet to be announced. This phase will officially launch the MOTUS registration system for all users (carriers, brokers, and freight forwarders) so they can begin using the platform for new registrations. This is the most important phase, as it represents the transition period in which all carriers must engage with the new system. It is important to stay informed about the launch date, which will be announced soon by FMCSA.
The final phase will involve continuous improvements and new features based on initial user feedback. Since this is a new system, FMCSA anticipates that the transportation sector will provide suggestions to improve MOTUS usability, which will be implemented in this third phase.

What should companies do now?
This is the ideal time for carriers and drivers to prepare for the transition. To do so, entities with a USDOT number or operating authority (MC, MX, or FF) should take the following steps:
- Activate or create your account on the FMCSA portal
- Visit: https://portal.fmcsa.dot.gov and ensure you have active access.
- Verify the company’s official representative. This must be the owner or a person authorized to sign on behalf of the company. It is essential that this person is properly registered, as they will be responsible for claiming the USDOT number in MOTUS using the same Login.gov email.
- Update company information
- Complete the Biennial Update (MCS-150 form) online within the “Registration” section of the portal to ensure your data is current.
The arrival of MOTUS represents a significant change in the management of federal records for the transportation sector. Preparing now will be key to ensuring a smooth and trouble-free transition.
