The Federal Heavy Highway Vehicle Use Tax (FHVUT) is an obligation for truckers and owners of commercial trucks in Washington. This federal tax is administered through IRS Form 2290 and generally applies to vehicles that operate on public highways and have a taxable gross weight of 55,000 pounds or more.

Although it is a federal tax rather than a tax specific to the state of Washington, it has an important practical consequence for those operating a truck there: the applicable proof of payment may be required for certain vehicle registration and renewal procedures. The Washington Department of Licensing (DOL) indicates that owners must show that they paid the FHVUT to the IRS or that the vehicle is exempt.

Which Washington Truckers Must File Form 2290?

The requirement primarily applies to owners, businesses, and operators responsible for motor vehicles used on public highways with a taxable gross weight of 55,000 pounds or more. Vehicles that may be subject to the tax include heavy trucks, tractor-trailers, and certain buses.

To determine taxable weight, the IRS does not simply consider the tractor’s empty weight. For a vehicle other than a bus, the IRS considers the weight of the fully equipped vehicle, the weight of the trailers or semitrailers customarily used with it, and the maximum load the vehicle normally carries.

This is especially relevant for truckers operating tractor-trailer combinations. A vehicle that might appear to be below the threshold on its own can exceed 55,000 pounds when its taxable gross weight is calculated according to federal rules.

For the tax period beginning July 1, 2026, and ending June 30, 2027, Form 2290 rates increase as the vehicle’s weight increases. A vehicle weighing exactly 55,000 pounds has an annual tax of $100, while a vehicle weighing more than 75,000 pounds reaches the maximum annual tax rate of $550.

Reduced rates are available for certain vehicles used in logging operations.

When Must Form 2290 Be Filed?

In general, Form 2290 must be filed and the tax must be paid no later than the last day of the month following the month in which the vehicle was first used on a public highway during the tax period.

For example, if a Washington trucker first puts a taxable vehicle into service on a public highway in July 2026, the corresponding return is due by August 31, 2026. The IRS confirms that this rule is based on the month of the vehicle’s first use.

Schedule 1 Is Especially Important in Washington

When filing Form 2290, Schedule 1 is also submitted. It identifies the vehicles subject to the tax and includes their VINs. Once the return has been processed, the IRS-stamped Schedule 1 serves as proof that the tax was paid.

For Washington truckers, keeping this document is essential. The Washington State Department of Licensing indicates that it may request a copy of Form 2290, Schedule 1, and documentation related to payment to demonstrate compliance.

For this reason, after filing Form 2290, it is advisable to keep a copy of the accepted return and the stamped Schedule 1 with the vehicle’s records. Losing this documentation can complicate a registration or renewal process.

Electronic Filing and Recommendations for Truckers

The IRS recommends filing Form 2290 electronically. When a return reports tax for 25 or more vehicles, electronic filing is generally mandatory, subject to exceptions provided under IRS rules.

For an independent trucker in Washington, a good practice is to review Form 2290 whenever purchasing a used tractor, changing the reported weight, selling a vehicle, or adding another unit to the operation. It is also important to maintain accurate VIN information and verify that it matches the truck’s documentation.
