Federal
It is a number assigned by the FMCSA for operating commercial vehicles. It is mandatory for ALL those who wish to operate in both interstate and intrastate commerce and is intended to be a UNIQUE IDENTIFIER that brings together all the information of a carrier or company.

CA#

Only California
The CA number is a unique number assigned by the California Highway Patrol (CHP) to commercial vehicles operating in California. This number allows the state to monitor compliance with state regulations and safety and environmental standards.

MCP (Motor Carrier Permit)

Only California
It is a permit issued by the DMV to operate cargo in the State of California. Drivers who transport property, operate large commercial vehicles, transport hazardous materials, or operate vehicles that require a commercial driver’s license need a Motor Carrier Permit (MCP) as proof that they have registered their California Carrier Identification Number (CA#) with the DMV. The MCP number will be the same as the CA#.

MC Autorithy (MC)

Interstate
An MC Number—also known as an Operating Authority—is a federally recognized authority for carriers operating in more than one state (Interstate Operating Authority). It allows for the monitoring and regulation of commercial transportation activities nationwide.
A carrier operating within a single state may also require one (when the cargo they transport originates from other states or countries).
BOC 3: This is a requirement for activating an MC. It is a list of authorized agents in each state who can represent the carrier in any legal matters related to their MC Authority and their work.

IFTA PERMIT

Interstate
The IFTA (International Fuel Tax Agreement) is a cooperative agreement between states and provinces in the United States and Canada. It is designed to simplify fuel tax licensing and reporting requirements for interstate carriers.
In California, the IFTA is administered by the CTDFA (California Department of Tax and Fee Administration). It works with individual carriers or companies (Corp/LLC) whose base of operations is in California (i.e., registered in California).
A carrier operating within a state may also need it (when the cargo they transport originates from other states or countries).

IFTA REPORT

The carrier must submit a quarterly report detailing the number of miles traveled and gallons of fuel purchased for each state. This will result in a payment amount calculated by the CDTFA using the aforementioned information.
KYU

Permit for carriers traveling through Kentucky, with trucks weighing more than 59,999 pounds.
NEW MEXICO

Permit to travel in New Mexico with vehicles whose gross weight exceeds 26,000 lbs.
OREGON

Permit to operate commercial vehicles in Oregon when the vehicles exceed 26,000 lbs.
HUT New York

Permit to drive on New York roads with a vehicle that exceeds 18,000 pounds.

IRP (APPORTIONED PLATES REGISTRATION)

Interstate
The International Passenger Registry (IRP) is a cooperative agreement between U.S. states and Canadian provinces, also known as jurisdictions, for registering commercial vehicles that travel to two or more jurisdictions. The vehicle registration is the document issued by the DMV (Department of Motor Vehicles) that contains all the vehicle’s information. The registration document is called an Apportioned Registration CAB Card.
The IRP is a cooperative agreement between U.S. states and Canadian provinces, also known as jurisdictions, for registering commercial vehicles that travel to two or more jurisdictions. The carrier pays the license fees to the home jurisdiction (where the fleet is registered), and then the IRP program distributes them to the various jurisdictions where the commercial vehicles travel.

EPN (EMPLOYER PULL NOTICE)

Only California
It’s a code that allows commercial and government organizations to monitor the driving records of their employees. It provides companies with a quick way to track their employees’ driving records.
UCR (UNIFIED CARRIER REGISTRATION)

Interstate
A federally mandated program requiring individuals or businesses operating commercial motor vehicles in interstate or international commerce to register their business in a participating state and pay an annual fee based on the size of their fleet.
EIN (EMPLOYER IDENTIFICATION NUMBER)

Employer Identification Number (9 digits) issued for tax administration purposes only. It is a form of business identification that can be used anywhere in the country.
REGISTRATION CORP–LLC

Registration
Corporations (C): These are legal entities separate from their owners.
Limited Liability Companies (LLCs) are a business structure permitted under state statutes.
Both types of companies must be registered to operate legally.
Registering a New LLC or Corporation; Statements of Information; Company Dissolution.
DBA (Doing Business As)

Fictitious business name. The business name is registered with the office in each county where the carrier lives.
ROAD TAX (2290)

Also called the Highway Use Tax, this is a tax on the use of heavy vehicles that applies to all motor vehicles operating on public highways in the United States, weighing between 55,000 and 80,000 lbs. Truckers must file and report their Form 2290 tax returns in advance for each tax period directly to the IRS.
HAZMAT

A HAZMAT is any solid, liquid, or gaseous substance that, due to its physical, chemical, or biological characteristics, can cause harm to humans, the environment, and property.
HazMAT certification is required for carriers to transport hazardous materials in California.

CONCESSIONS PORT OF LONG BEACH / PORT OF LOS ANGELES

Authorization granted by the company that manages the Port of Long Beach/Port of Los Angeles to allow a carrier to enter the port and handle cargo.
Hazmat certification is required for carriers to transport hazardous materials in California.
DOT-PHMSA Permit Certificate; CHP Hazmat Permit.
SCAC

Standard Carrier Alpha Code
It is a unique two- to four-letter coding system used to identify transportation companies. SCAC codes can be obtained from the National Motor Freight Traffic Association Inc. (NMFTA). Any company that does business with a U.S. government agency must have an SCAC code.
CARB CLEAN TRUCK CHEC PROGRAMA (CTC)

This is a mandatory program implemented by the California Air Resources Board (CARB) for the inspection and maintenance of heavy-duty vehicles. It applies to all diesel commercial vehicles weighing over 14,000 pounds. It is required of all carriers based in California, both those with local plates and those with IRP plates.

CARB BUS & TRUCK REGULATION COMPILANCE CERTIFICATE

TEXAS DMV MOTOR CARRIER CERTIFICATE

In order to operate as a commercial carrier in the state of Texas, the DMV requires carriers to register and apply for a certificate “permit” which can be valid for 1 or 2 years, and is renewable for the same period of time.
