Free tools to help truck drivers meet English language proficiency standards.
On April 28, President Donald Trump signed an executive order to strengthen the enforcement of a federal law that requires all commercial vehicle drivers in the U.S. to be proficient in English. Those who fail to comply may be temporarily removed from service.
The order instructs authorities to update the “out-of-service” criteria to enforce this regulation. The English proficiency assessment will consist of two parts: an interview with the driver, without any external assistance, and a traffic sign recognition test. If the driver is unable to communicate in English, they will be cited under law 49 CFR § 391.11(b)(2) and will not proceed to the second part of the evaluation.
The goal of this measure is to ensure that drivers understand both the language and traffic signs in order to maintain road safety. However, this new executive order puts many truck drivers at risk, as it is estimated that approximately 25% do not meet the new English proficiency standards.
