FMCSA: Drivers Will No Longer Be Required to Carry a Physical Copy of Their ELD Manual
Beginning June 22, truck drivers will no longer be required to carry a copy of their Electronic Logging Device (ELD) user manual in their commercial vehicle for inspection purposes. The Federal Motor Carrier Safety Administration (FMCSA) has eliminated the requirement to keep a copy of the ELD user manual in a commercial motor vehicle (CMV).
Because electronic versions of the manual are readily accessible, the agency stated that there is no need to maintain a printed copy. FMCSA also noted that truck drivers are expected to know how to operate their ELDs to record their hours of service without relying on a physical manual.
The measure was first proposed by FMCSA on May 30, 2025. Officials reported that most of the public comments received supported removing the requirement.
“Commenters also noted that keeping a user manual in the vehicle creates an unnecessary burden for motor carriers and can negatively affect their safety measurement system scores due to violations identified during inspections. Commenters stated that the absence of a manual is generally not cited as a violation, but it could be,” FMCSA said.

Average Fuel Price Falls Below $4 per Gallon for the First Time Since March
Gasoline prices in the United States fell below an average of $4 per gallon on June 18. This marks the first time since March that the average price of regular gasoline has reached such a low level. The decline came after President Donald Trump signed an agreement with Iran requiring Tehran to dilute its highly enriched uranium stockpiles and suspending U.S.-backed sanctions against the country.
According to data from the automobile club AAA, gasoline prices now average $3.999 per gallon nationwide, following a 15% decline in U.S. crude oil prices this month. However, significant regional price differences remain. For example, gasoline averages $5.64 per gallon in California, while South Carolina averages $3.58 per gallon.
As a result of the agreement with Iran, oil prices fell Monday to around $80 per barrel of U.S. benchmark crude, according to reports from The Associated Press. By comparison, prices were around $67 per barrel before the conflict and exceeded $120 per barrel at the beginning of the war.
Although gasoline prices are beginning to decline, analysts expect it could take weeks or months before oil flows through the Strait of Hormuz return to normal levels.
