Texas is preparing one of the largest transportation infrastructure investments in its history. On August 26, Governor Gregg Abbott announced a $138 billion plan for the next 10 years aimed at improving roads, reducing traffic congestion, and strengthening mobility across the state.
Every year, the Texas government presents a long-term investment strategy designed to maintain a transportation network capable of responding to economic and population growth. The Texas Department of Transportation (TxDOT) is responsible for developing this plan, which includes everything from local road projects to major infrastructure initiatives designed to address the state’s most significant congestion hotspots.
Texas Unified Transportation Program: $138 Billion in Transportation Infrastructure Investments
The Unified Transportation Program (UTP) serves as Texas’ roadmap for long-term transportation infrastructure planning. The document outlines the projects that will receive funding and support as they move through different stages of development and construction. Its priorities include improving safety, addressing congestion, strengthening connectivity, and preserving existing roads. The program also covers areas related to freight transportation, international trade, public transportation, and rail. TxDOT updates the program every year, and the 2027 version was approved in August.
The proposal includes $95 billion in projected funding from existing state and federal revenue sources. These resources will be used to support transportation projects over the next decade. Another $43 billion will be allocated to the development of new projects and routine infrastructure maintenance. In addition, the plan includes $34.6 million annually for rest areas and truck parking facilities, a measure focused on improving conditions for freight transportation.
Governor Abbott emphasized that Texas’ growth makes it necessary to expand and modernize its infrastructure. “Texas’ booming economy and growing population demand a transportation system that keeps people and products moving safely and efficiently,” the governor said.
According to Abbott, the investment will help strengthen roads, reduce congestion, improve road safety, and address the needs of communities that continue to grow.

Texas Clear Lanes to Receive More Funding
Another program that will continue to receive funding is Texas Clear Lanes, an initiative created to tackle congestion in the state’s major metropolitan areas. Projects are primarily concentrated in Texas’ five largest metropolitan areas and are intended to reduce traffic bottlenecks that affect millions of drivers every day.
Since 2015, the program has supported $90.6 billion in non-tolled projects that have either been completed, are currently under construction, or are in various stages of planning. That figure represents an increase of $6.6 billion from the previous year.
The strategy aims to address major traffic congestion points in the state’s largest metropolitan areas, where population growth and an increasing number of vehicles have led to longer travel times.
TxDOT Executive Director Marc Williams said the investments will help improve mobility and safety.
Major Transportation Projects in Dallas, Austin, and Houston
In Dallas, the Southern Gateway project calls for widening approximately 11 miles of Interstate 35E (I-35E) south of downtown. The project will increase highway capacity, expanding the roadway from four to five lanes in each direction along the designated section.
Austin is also included among the projects aimed at improving traffic flow. The work includes new high-occupancy vehicle lanes, as well as bypasses, auxiliary lanes, and continuous frontage roads.
The goal is to increase capacity along major routes and facilitate travel within one of the regions of Texas that has experienced significant population growth.
In Houston, meanwhile, one of the most significant projects involves rebuilding approximately 88 miles of Interstate 45 (I-45). The project is part of broader efforts to modernize infrastructure and respond to the high volume of traffic in the metropolitan area.

An Investment to Keep Texas Moving
Although the total $138 billion investment is substantial, it represents an $8 billion decrease from the amount included in last year’s program. Nevertheless, the new transportation program seeks to address one of Texas’ biggest challenges: maintaining mobility as the state’s population and economy continue to grow.
The projects funded over the next decade represent more than just new roads and highway expansions. They also aim to reduce travel times, improve safety, facilitate the movement of goods, and preserve existing infrastructure.
