The U.S. House Transportation and Infrastructure Committee has approved the Transitioning Retiring And New Service Members to Port, Ocean, Rail, and Truck (TRANSPORT) Jobs Act, a bill designed to break down the barriers military veterans face when transitioning into the civilian workforce—specifically in critical transportation sectors.
This committee approval marks the bill’s first step in the legislative process. It must now be debated and voted on by the full House of Representatives and then pass the Senate before becoming law.

A Dual Mission
The TRANSPORT Jobs Act has two core objectives: improving access to stable employment for veterans and strengthening the national supply chain—an area under significant pressure in recent years due to global logistical disruptions.
Removing Barriers
If passed by both chambers of Congress and signed by President Donald Trump, the bill would direct the Department of Transportation to collaborate with other federal agencies on a comprehensive plan.
This plan would identify key obstacles veterans face when seeking employment in industries such as trucking, rail, maritime, and port operations. It would also include policy recommendations to eliminate these barriers.
“Nobody is better trained or more mission-focused than our veterans, yet many struggle to find meaningful employment after leaving the military,” said Rep. Tom Barrett (R-Mich.), the bill’s chief sponsor. “It’s time to remove the hurdles keeping those who served from filling urgently needed jobs in our economy.”
Bridging the Workforce Gap
The TRANSPORT Jobs Act also aims to address labor shortages in high-demand sectors like freight transportation. Industry reports have noted a shortfall of qualified operators—especially those holding commercial driver’s licenses (CDLs)—and recruitment challenges in jobs requiring rigorous training and physical demands.
The bill has received strong support from veterans’ organizations, transportation unions, and business groups, who see it as a practical solution that meets two urgent needs: job opportunities for returning service members and staffing gaps in the logistics infrastructure.
The Transport Jobs Act was part of a broader legislative package on transportation and infrastructure that advanced last week in the House of Representatives.
