With a $30 billion budget, Elon Musk says it is a good agency in concept since it is designed to help other countries, but that it is "full of radical lunatics".

With the backing of Elon Musk, President Donald Trump has suspended USAID’s humanitarian assistance program. With a budget of $30 billion, the agency will now fall under the purview of the State Department, led by Marco Rubio.

Since returning to the White House, Trump has aggressively cut federal spending, aligning with his “anti-progressive” and isolationist ideology. One of his key targets has been the United States Agency for International Development (USAID), blocking funds for programs his administration deems contrary to American interests..

Among the humanitarian initiatives affected are projects linked to the LGBT+ community, including funding for activists in Serbia, a transgender opera in Colombia, and the distribution of condoms to Gaza and Afghanistan. Additionally, funding for arts and humanitarian assistance in conflict zones has been impacted.

With a $30 billion budget for 2025, USAID is the world’s largest government agency dedicated to humanitarian aid. The agency’s closure, which Musk hinted at just two days ago, underscores Trump’s renewed push to reduce government size and scale back U.S. international involvement. The Republican billionaire declared on Monday, “As a concept, USAID is good, but it’s full of radical lunatics”.

A Transgender Opera Among the First Programs Cut

One of the first programs frozen by the new Republican administration was funding for a transgender opera in Colombia, a $25,000 initiative launched during Joe Biden’s presidency. The project aimed to promote inclusion in the arts by increasing transgender representation through an operatic production featuring transgender performers.

“So, $47,000 for a transgender opera in Colombia. That was a big one,” said House Foreign Affairs Committee Chairman Brian Mast in an interview with Daily Mail, one of the outlets that accessed USAID’s spending records. According to federal documents cited by the British publication, the Biden administration also funded a transgender comic book in Peru, which received $32,000 under former Secretary of State Antony Blinken.

USAID’s policy shift has also affected humanitarian aid, including the suspension of condom shipments and sexual health education materials to Gaza.

Previously, the agency supported these initiatives as part of a strategy to prevent sexually transmitted diseases in humanitarian crisis settings.

Another area heavily impacted by the new restrictions is funding for LGBT+ activists in countries where their rights are at risk, such as Serbia. Under Biden, USAID allocated resources to support organizations defending these communities, but the new administration argues that these funds should be redirected elsewhere.

Trump’s decision to curtail USAID aligns with his broader policy of shrinking the federal government, a vision shared by Elon Musk, his newly appointed head of the Department of Government Efficiency (DOGE). Musk, a prominent advocate of the conservative ideology shaping Trump’s second term, has repeatedly voiced his opposition to government subsidies and programs like USAID.

In statements on X, Musk described USAID, which employs about 10,000 Americans, as “a basket full of worms, with no good apples,” and on another occasion, as “a nest of Marxist vipers from the radical left.” The Trump administration has previously stated that many of USAID’s humanitarian aid programs “do not align” with American interests.

However, the temporary closure ordered on Monday, February 3, involved transferring the agency to the State Department. Interim Director and Trump’s top diplomat, Marco Rubio, emphasized that “USAID is not an independent NGO” and must operate in accordance with U.S. government priorities.

As USAID undergoes restructuring, uncertainty looms over the future of international cooperation programs. The agency, which has traditionally operated with a degree of autonomy, now faces a transformation that could redefine the U.S. role in global humanitarian assistance.
